Study description

Governmental interventions against falling employment and rising unemployment rates, among others, include Active Labour Market Policies (ALMP). The evaluation of their economic impact is a widely discussed topic by academics for several decades. Modern improved databases and statistical software facilitate more precise analyses and evaluations of economic impact they create. According to theoretical concepts, it can be expected that active labour market policies can break down structural unemployment through the implementation of such public policies that are efficient in matching jobs, or by supporting the reintegration of unemployed and socially-excluded individuals from the labour market. In the context of the Serbian legal framework, active labour market policies were introduced via legislation in 2003. It became the base for the development of different kinds of active labour market measures and aided in planning the annual budgets for their implementation. Even if it became a sort of obligation of the National Employment Services’ (NES) activities, active labour market measures would be implemented on an ad-hoc basis. Most active labour market measures were introduced through international donor support for employment promotions. Unfortunately, the follow-up system for the monitoring and evaluation of active labour market measures was absent. The research community carried out several evaluations, but these evaluations were not focused on supporting the annual planning of expenditures for the implementation of active labour market policies. Main objectives were: - Macroeconomic evaluation of the effects of Active Labour Market Policies in Serbia, with focus on its effects on youth and women; - Estimation of the effects on unemployment from the matching process; - Value calculation of increased competitiveness created as a result of the increased value of human capital in the Labour Market. Active Labour Market Policies (especially in training programs) are expected to improve the skills of the participants, i.e., to make the participants more competitive; - Value estimation of increased productivity. Active Labour Market Policies programs that improve participant skills or serve as a substitute for work experience can be expected to improve or maintain participant productivity.
