Study description

The project is based on focus group techniques with the aim to attain further insight into the environmental governance capacities of key stakeholders in Bor and Pancevo. Conceptually, it relies on the concept of new environmental governance and two types of environmental activism: Transactional and participatory. The attitudes and behaviors of citizens, representatives of local government (public sector), civil society organizations (CSOs), experts, the media and industry (key pollutants) were in the focus of the research. The first phase of the research aimed at identifying the key obstacles, as perceived by the stakeholders, to the implementation of the participatory model of environmental governance in the two towns. The objective of the second phase was, by using the technique of focus group interviews, to gain insight into whether, when and how different local actors see opportunities to overcome existing obstacles to the participatory model of environmental governance.
