Making work pay in Western Balkan countries: the case of Serbia and Macedonia.

Study description
The motivation for this study came from two particular problems of the Serbian and Macedonian labor market: high levels of inactivity and informality, particularly among lowpaid (low-skilled) workers. This research examines ex-ante effects of introducing making work pay (MWP) policies for two Western Balkan countries: Serbia and Macedonia. MWP policies (or in-work benefits) are means-tested transfers given to individuals conditional on their employment status. The effects of two different policy designs are compared. The first policy is based on the total family income means-test, while the second is based on the individual income means-test.

This research combines the tax and benefit micro-simulation model with a structural discrete choice labour supply model. The tax and benefit microsimulation model us to reproduce the budget constraint for each household, i.e., the latent set of working hours and household disposable income alternatives, while the labour supply model rationalizes observed behaviour.
Used data was collected by the National Statistical Offices: for Serbia – Living Standards Measurement Study (LSMS); Macedonia – Survey on Income and Living Conditions (SILC)
The used data was, at the time, most comprehensive country data on individuals’ income, labour market status, as well on socio-economic features, thus, enabling microsimulation of different reform options and detailed evaluation of contribution of each parameter to the overall performances of the particular policy reform. |
